SURVEY REPORT


INTRODUCTION
Agricultural Policy or ‘Akta-11’ is a policy that contained in Malaysia Law. This policy was introduced by Seri Paduka Baginda Yang Di-Pertuan Agong with the advice and consent of Senate and Parliament. Full name for this policy is ‘Akta Institut Penyelidikan dan
Kemajuan Pertanian Malaysia 1969’.

The Institute and its functions
Research and Development Institute or MARDI (below referred to as "the Institute") was established and functions
(A)     To conduct research in scientific, technical, economic and social respect with
i) The production, use and processing of all crops (except rubber, oil palm and cocoa), livestock and food and
ii) Mixed farming
(B)       Serve a centre for collecting and disseminating information and advice on matters of science,      engineering and economics related to agriculture, agro-based industries and food industries by any means, including publishing reports, periodicals and papers relating thereto, and organizing exhibitions, conferences, lectures and seminars
(C)       Serve as a centre that provides consultancy services in agriculture, agro-based industries and food industries, such as consulting services, analytical laboratory services, quality assurance and research and development contracts
(D)       Provide training in any way for the development of agriculture, agro industry and food industry
(E)       Provide assistance for the purposes of research and development in science, engineering and economic type of pure and applied research relevant to industry, agriculture, agro industry and food industry
(F)       to keep relations with other organizations, whether public or private, domestic or abroad to take part in research in science, engineering, economics and the Institute of Research and Development
(G)       Conduct research and commercial production
(H)       Develop, promote and exploit research findings
(I)        provide services to the industrial development of agriculture, agro-based industries and food industry



Purpose

According to Section 4 (1), Act 69, 1972 Agricultural Development Authority,
1          To promote, encourage, facilitate and undertake economic and social development in the area
2          To designing and working such agricultural development in a manner provided by the state.
3          Increase the per capital income of farm families in line with national income per capital
4          To become a leading agency in the improvement of socio-economic status of farmers and increase food production the country.
5          Removing other food materials to meet local demand and support the needs of the food.
6          Develop industry-based local materials
7          Develop and strengthen farmers' institutions for farm families cope.



DATA ANALYSIS


First question from our survey is about respondents understandings to the agricultural policy. From the survey, only 2 respondents did know nothing about the policy. 10 respondents know a little information about the policy. 5 respondents are well informs about the policy and 5 respondents have excellent knowledge about the policy. And lastly, with the highest percentage, 38 respondents know moderate information about the policy.
The reason why only 2 respondents did know nothing about the policy is because they have no information about the policy. They also did not know the policy is exists and lack of readings contribute to this problems. 10 respondents are well informs because they read a lot of materials about the policy. They also get the information from media, Internet and close relatives. Thus, this effect gives them more knowledge about the policy.
38 respondents only have moderate information about the policy. This is because they hardly get the information the policy. Media rarely broadcast about agricultural policy on news. Besides that, this group of respondents rarely surf the information about this policy when using internet because they never think about it and the information they get always come from friends and what they learn on class.





 For the second question, we asked the respondents opinion whether this policy give benefits to all parties. Results that we get are very encouraging. 28 respondents are agrees that this policy can give benefit to all parties while 7 respondents are totally agree that this policy can give benefits to all parties. 11 respondents are disagrees that this policy can give benefit to all parties and 3 respondents are totally disagree that this policy can give benefit to all parties.
Reasons why 14 respondents disagree are because they did not see the important of the policy. The policy is hardly heard on news and media. Besides that, they also questioned whether this policy is practical in this era. Thus, it gives them a bad impression about the policy.
36 respondents agree that this policy give benefit to all parties. This is because they know about the policy and well inform about it. They also get the information about the policy in the internet and media. Besides that, some of respondents from this group involved in this policy and they know about the policy effectiveness. They also hope that this policy continue to assist and contribute to society.




For the third question, we asked the respondent opinion whether the policy can shaped unity among ethnic. From the survey, 9 respondents say that this policy can’t shape unity among ethnic groups while other 41 respondents agree and totally agree that this policy can shaped unity among ethnic groups.
Reasons why 9 respondents didn’t believe that this policy can shape unity among ethnic group are mainly because they don’t feel the important of the policy. They think that this policy was introduced to give benefits to only one party. Besides that, they didn’t see the significant and report related to the policy that says the policy has success in shaping the unity among ethnics. Thus, it give them a view that this policy can’t shaped unity among ethnic groups.
41 respondents agree and totally agree that this policy can shape unity among ethnic groups because they know about the policy and well inform about it. They have read report related to the policy. They also learn about this policy from their friends and relatives that says this policy is a medium to shape unity among ethnic. Thus, they believe that this policy can succeed to achieving it goals.



Question four from our survey is about the policy can achieve its goal. From the survey, only 2 respondents answer no because it just waste of time and money. 41 answer yes because all parties involved achieving it. And lastly, with the highest percentage, 7 respondents don’t know this policy can achieve its goal.
The reason why only 2 respondents answer no because did know nothing about the policy. They did know this policy is important or not to us and country. That why they answer just waste of time and money.  41 respondents are answer yes because all parties involved achieving it. They also know how much important this policy to our country improve the economy with use the agricultural. Beside that they also know this policy can give unity among ethnic groups.   
The highest percentage is 7 respondents don’t know this policy can achieve its goal or not. This is because they not get the information about the policy. They never think about this policy can help our country to improve the economy.



 Question five from our survey is about what respondents expected from this policy. From the survey, only 6 respondents answer I don’t expect any from this policy. 40 respondents answer they hope it can achieve the goal. And lastly, with the highest percentage, 4 respondents just accept whatever happens to this policy.
The reason why only 6 respondents answer I don’t expect any from this policy because they don’t know the objective this police established. They did know this policy is important or not to us and country. 40 respondents answer they hope this policy can achieve the goal because they also know the objective of this policy can help our country to improve the economy and also to unity among the ethnic group. They have sense of responsibility to our country.
The highest percentage is 4 respondents accept whatever happens to this policy can get the objectives. This is because they don’t have a principle about this policy. They don’t care this police can get the objective or not and will accept whatever happen.






National Agricultural Policy and it’s relation in Ethnic Relation

            From our point of view, the majority Malays farmer who dominates the agricultural sector requires a lot of human power in working on the paddy fields and farms. They also lack in capital resources and the use of high technology in crop production to help them to gain more product. Meanwhile, the Indians were very much involved with the plantation of rubber and oil palm estates. The rubber and palm oil prices are based on economic conditions in the world. If prices rise there is good returns and in turn, the reduced demand and falling prices of rubber, their income will fall even incur losses.

            The implication here cause of ethnic preference for members of the same ethnicity in choosing their own races to run the business in agriculture. This problem seems to have a dry or "taboo" because it is difficult to change in our society. While the problems occur every ethnicity has no sense of respect for the religion and culture of other ethnic groups. The difficulty of living in a same community would create chaos in the area. This is based on problems they have to communicate in a language understood by all groups. This problem would also create discomfort before they see the culture that has not been witnessed by them. Among ethnic groups is of course difficult to accept and not likely to accept any change although it provides many benefits in their daily lives.

            The above statement here has enabled us to conclude that there is a very significant income disparities and imbalances in the economy of Malaysia. As for the solution for this problem, our government has taken action by establishing Malaysian Agricultural Research and Development Institute (MARDI) to help the farmers to acquire knowledge and skills in crop and livestock production technologies, post harvest handling and processing plants, and can operate products in foods and improving the quality of production.
            MARDI been established to assist farmers, especially the Malays farmer that have problems in terms of initial capital, knowledge and skills in agriculture, planning and launch site for their agricultural projects. MARDI is also responsible as an adviser in the planning to start their agricultural projects. Therefore, every agricultural project activities will be monitored until they can stand on their own feet.

            Not to forgetting the farmers of the Indians and Chinese, they also aided in the research and development. MARDI also helped them to promote their product to the international level if they achieve the quality of agricultural products and high standards.



CONCLUSION

            This survey about the Agricultural policy describes a set of laws relating to domestic agriculture and imports of foreign agricultural products. Governments usually implement agricultural policies with the goal of achieving a specific outcome in the domestic agricultural product markets. Outcomes can involve, for example, a guaranteed supply level, price stability, product quality, product selection, land use or employment.
            In conclusion, National agricultural policy of the vision 2020 for the making of a nation Malaysia advances. The policy aims to create agriculture of maturity, forward, resilient and competitive. Emphasis seen from the angle of agricultural products increase productivity with high quality from the use of modern technology and revenue ideas and plans the steady.

OF LEMANG, YEE SANG AND LADDU

Delicacies served during festive occasions have assumed a Malaysian identity. Kuih bangkit, a crumbly sweet wafer made from rice flour, is available during Hari Raya and Chinese New Year open houses. Muruku, the crunchy Indian snack, is served not only during Deepavali but also during Chinese New Year. The fruitcake is another multi-festival favourite served the year round.

Having said that, it would be boring if the same titbits were served during every major festival. That's why it's good and refreshing that some festival delicacies are unique to certain race only. The Malays love lemang (glutinous rice cooked in bamboo poles), the Chinese love yee sang (raw fish salad), and the Indians have their sweet delicacies such as jelebi, laddu and gheeballs. Just as these distinctive dishes make each celebration unique, so too we should cherish the different traditions that make us who we are.

Regarding our inherent make-up, is one race more likely to act in a certain way than another? A friend of mine puts it this way:
Kalau tidak malas, bukan Melayu,
Kalau tidak tipu, bukan Cina,
Kalau tidak minum, bukan India.

If you're not lazy, you're not Malay,
If you're not cheat, you're not Chinese,
If you're not drink, you're not Indian.

To my friend I say:

I'm Malay but I'm no slob,
My friend's Chinese but he's not cheat,
Another is Indian but he's no drunk,
Malay, Chinese, Indian and Others,
We are who we make ourselves to be,
Not the stereotypes we're made out to be.
But if we don't buck the trend,
We'll forever be stamped.

THE IMPORTANCE OF UNITY


For latest ethnic relation class, we have to go in front of the class and give a talk, speech or presentation about things related to Ethnic Relation. The objectives is to build our confident to talk in front. I have made a spontaneous presentation about the importance of unity and although it is not good enough, I hope we can get some input.

THE IMPORTANCE OF UNITY by MUHAMAD SYAFIQ BIN KADIRAN

Over 20 languages, 5 major races and 14 states, and we still act as ONE

                Malaysia is a unique country because it consists of multi-races, multi-culture and multi-religious people as part of it. I have watched a video about UNITY at youtube.com as part of the lessons and today I don’t want to talk about the video, but about the hidden message from the video that I watched. There are 3 main message that I get after watch the video which are together we are stronger, together we can live peace and harmony and together we can move forward and advance. 
                First, together we are stronger. Imagine you have a wooden stick and break it. It is easy right? But imagine you have 100 wooden sticks in front of you. Can you break it all at once? I’m stronger. But together we are strongest. Unity is not about you but it about us. If we can work together and unite, we can defend ourselves, our love one and our country. All obstacles can be resolved if we are united. And if we are strong, believe me, we can protect everything.
            Second, together we can live peace and harmony. I can live happily by myself but without my friends, I can get happiness that feel today. We all need friends. I don’t matter if you have Chinese, Indian or Malay friends, as long as they can accept and understand you the way you are. Why we need friends? It is simple. Variety brought differences and differences brought greatness. Imagine you have plate with rice, egg, vegetables and fried chicken every day, it is boring right? How about we change the menu by adding fish, meat, spices, or soup, it will great right. It is same like unity and if we can accept others, trust each other and understand them, unity among us will not be a major issue.
            Third, together we can move forward and advanced. Malaysia is far behind in term of knowledge and technology like America and Korea. It is because we are busy doing our things ourselves without having a thought to sharing. If we can share, we can generate new ideas, new thought and develop new theories. And when all this new things come together, we can compete and co-operate with others develop country. All of this can be achieved if we can unite to help the country to move forward and advance.
            Before I end my presentation, let me recall the points that I stated. First, together we are stronger. Second, together we can live peace and harmony and lastly, together, we can move forward and advance.
            I hope, you will get some input from my presentation and no matter how much you get, it is important because as a part of Malaysian, WE MUST LOVE OUR MALAYSIA.

1Malaysia By Ahmad Shawal Bin Md. Zan


One nation
One voice
One tone
One rhythm
Together we have achieved all
I feel the heart of my people when we struggle everyday
To be the best that we can

Together we are strong
United we stand forever and ever
That the way it’s gone be

This is not a poem but a song of 1 Malaysia created by Pop Shouvit band from Malaysia. The reason I’m so interested of this song because the word use, “we go up and never go down and when we together we are strong.” The words mean that we cannot achieve anything if we are not together. Besides, this sentence also means respect and trust between other races. It same like what our Prime Minister do for our country. It called “1 Malaysia”. 'Rakyat Didahulukan, Pencapaian Diutamakan' or 'People First, Performance Now', slogan used to achieve this in 1Malaysia. 1Malaysia is an on-going political program designed by Malaysian Prime Minister Dato sri Najib Tun Razak on September 16, 2008.

              There are three main purposes to build this program 1Malaysia. Firstly, the Government serves the needs of all communities through the establishment of policies and actions that lead to that direction. Secondly, the people or leaders not just confine their actions to the interests of their race only but must go beyond other races. Thirdly, this program will be implemented if there is mutual trust and respect each other races. So, the Malays, for example, are asked not only to think within the scope of their nations. They were also asked to not only restrict their actions to matters of importance to them immediately. So did the other races, they claimed to do the same. From that words ""And we took actions based on the needs of all ethnic groups in our country"" is more focused and concerned with the leadership. This paragraph means that the country's leadership will serve and meet the needs and rights of all races and ethnic groups in Malaysia. For example today we have clinic one Malaysia and restaurant one Malaysia to support our prime minister slogan.
             
              Based on the description above, can be formulated 1Malaysia basically means ""the people and leaders to act and think in the interests of all Malaysians and not confine the actions and thoughts in the walls of their ethnicity"". Thank you.

SOMETHING WE FORGET

As usual, we are having ethnic relation class like always. Just like weeks before except for first week of new semester, Mr. Ahmad will wait for late student that enter the class like me and 15 minutes later, he will began the lecture. That day he starts by asking the student that didn’t came to class before about what the class have learned. Luckily for me, I have asked my friends before and I am even luckily because escape from being asked.


When Mr. Ahmad give the question, students rarely volunteer to answer and when they answer, the same quote always came out. ‘I don’t know’, ‘same like him/her’, and ‘errrrmm...’. Then Mr. Ahmad asked one question, very simple but deep, to my classmate, Banchaa Inthaknu. ‘Banchaa, how did you get all the confident to talk in English and how you able to do so (sort of)?? And the very moment Banchaa start his point, I have felt attracted to hear more.


Banchaa said (the answer not exactly same, I recall what I remember),’I came from normal family, not very rich. I continue my study without getting full loan of PTPTN. So, I felt the responsibility in myself. I felt responsible to came early to class, I felt responsible to learn and I felt responsible to family. I’m just like others; my family didn’t talk English, my grand’s, and also my cousin. But I felt the responsibility to learn and to talk. Worlds today using English to communicate, and how we can compete with them if we do not know how to communicate with them. So, to compete with them, we must be like them, and then, we are able to compete with them.


The way Banchaa answer really moves me and then something came in my thought. I’m able to talk like Banchaa and I’m sure everyone in class does. I have the confident to talk, and I’m able to talk but it all depends on me, MYSELF. If Mr. Ahmad asked a question and I want to answer it, I will raise my hand and state my point. If Mr.Ahmad pointed me to answer, I will give my best to answer. But when I didn’t know about the topic, that when I give crappy answer and when I feel bored or laze, I refuse to answer. Same for my friend, they want to give the answer and they have confident to answer, but the main hurdle is some of them having difficulty to translate what they have in mind to ENGLISH. Even I having this difficulty and even lecturers felt the same.


Then the class continue with Mr. Ahmad gave a question about prejudice and stereotype. What is prejudice??? What is stereotype??? Prejudice is a baseless and usually negative attitude toward members of a group. Example, some Western people are mean to Muslim. In the other hand, stereotypes are characteristics ascribed to groups of people involving gender, race, national origin and other factors. For example, ’all rich people son will go to better school’. How this happen???


Prejudice and stereotype thought have been implemented in our mind by generation and I felt that we must open our mind and change the thought. Why some Western thought Muslims are violent. This is because they didn’t know about Muslim and wants to learn about them. And why we became stereotype is because we just accept what our environment told us without having a sense to know why that happen. It like saying other people didn’t have a chance to go to better school although they qualify for it and all rich people will get better education even though they are dumb. We must change all that. ‘All rich AND poor will go to better school if they qualify’. Rich and poor only a status although it affect a lot but AT THE END OF THE DAY, it all depend in ourselves, our effort to success, our determination to achieve dreams and our responsible to change.


I don’t know is this related to ethnic but I just want to voice up my thought, my opinion. I feel very sleepy after full day outing with friend. GOODNIGHT PEEPS....

FORUM.....


For the newest activity in Ethnic Relations class, Mr Ahmad needed us to conduct a forum. Each from 13 groups will sent a representative as a panel. Because there are so many panels in the class, the forums have been conducted into two sessions. Each of the panels given 3-5 minutes to told about their appointed title.

Our group representatives able to give a good answer each time the question are asked and we are proud of him.
We also manage to collect few questionnaire from others group and tried our best to answer it in the blog. Hope you all will get a little bit of knowledge from this questionnaire.

1. What are the goods and bad effect of colonial period?
There are many good and bad effect of colonial period. The good effects are the colonial provided protection to country that they have colonized from being attack by others. Colonial period also show a great development in modern technology such as using of gun and bullets instead of bow and arrow. Besides that, colonial era helps to develop industries. Before this, local people depend on their people only to sell their product. But, the colonial have helps them to sell their product worldwide, for example, Portuguese needs spices in their food and British needs ore to makes tin cans.  Colonial period also show a great achievements in health care and education.
The bad effect of colonial period is local people are suffering. The colonial seized their belongings and they recklessly kill people. Their freedoms also are greatly reduced because colonial control their movements. Besides that, the foreign also brought disease to local people and causing widespread sickness and death.
2. Does colonial period gives impact on economy aspect? How?
Yes. First, colonial period have brought in modern technology. For example, for centuries, local people using method call ‘mendulang’ to collect ore. But the colonial brought in machines to fasten and effectively more efficient to collect ore. So, economy will be boost. Second, colonial period introduce local people to new industry with is rubber. Rubber at that time is so expensive and of course, it gives impact on economy aspect. Besides that, new industry leads to job opportunity and job can help to improve economy.

1. What are the methods used by British to rule Tanah Melayu?
British intervention in the affairs of the Malay states has led to the transfer of administrative powers of the Malay rulers to the officers appointed by the British to administer and manage all administrative aspects of the Malay states except the management of the Islamic religion and customs of the the Malays.
This intervention in turn led to a full occupation of the Malay states under British control. Submission of this made voluntary by the Malay rulers with only a false promise of a small pension granted by the British government.
The other method that used by British is racial segregation that involving 3 major races in Tanah Melayu. Malay people were placed in the village while the Chinese were in place in urban and mining areas. While the Indians were place at the estates.
2. How political Scenario in Tanah Melayu during colonial era?
During the colonial period, politics in the Tanah Melayu became chaotic because of the Malay leader fighting for power among themselves. Even the smallest problems will lead to great controversy. There is no understanding among them and they had to cooperate with the colonial to get back their leadership and power. This resulted in indigenous land rights among Malay people.

What are the factors of colonial period?
The main factor is economy. Due to the development of the Industrial Revolution, the British colonies need to get materials and market their goods industry. Canning industry, especially after the creation of canning technology have boost their economy and British need new land that capable to supply raw materials continuously and Tanah Melayu have been colonized for it natural recourses. Second factor is concerns over foreign powers established in the Malay states. British are worried if other powers take over Tanah Melayu. So, they take initiative to rule Tanah Melayu in order to protect their interests. Besides that, there are also other factors like to show the huge power such as Japan and command from the highest such as Portuguese.

What is the effect of colonial period to Malaysian’s politics, economy and social?
From politics perspective, local people learn how to voice up their thoughts by Union. Besides that, the political power of the Malaccan Sultanate helped Islam's rapid. The weakness of the Malay states in this period allowed other people to migrate into the Malay homelands
From economy perspective, the colonies have introduced new industry such as rubber, cacao, and ore and it had been our main economy income. Colonies also brought in modern technology to help raise product. Besides that, there are new job opportunity for local people.
From social perspective, the colonies brought in new people from others country to work with them. So, culture clash occurred. There are new application in our culture like Baba nad Nyonya and ‘India Peranakan’. Our country becoming rich with unique culture and it gives impact on social aspect where local people able to interact with new people and share thought, ideas, knowledge and interest.

HOW THE PORTUGESE GET IN MALACCA

In 1511, the ViceRoy of India, Afonso de Albuquerque, decided to organize an expedition destined to conquer Malacca. At the head of 1.100 - 1.200 men and 14 ships, Afonso de Albuquerque arrived in view of Malacca in June of 1511 and immediately demanded the rescue of the Portuguese that were taken prisoners in the 1509 expedition. .25 July 1511 the Portuguese attacked the town but they lost and retreat.
On 10 August 1511, the Portuguese renewed the attack. Albuquerque had the assistance of some Chinese junks that were anchored in the port. On 24 August 1511 the Portuguese again attacked only to discover that the Sultan had escaped. With Malacca was now in Portuguese hands, they sacked the town.


There are also other questions from other groups but the focus are nearly same with above question.
